- POSITION SUMMARY: Under the general supervision of the Supervisor, is responsible for undertaking major and complex real estate projects, participating in policy development, and providing technical direction and guidance to Property Agents.
MAJOR RESPONSIBILITIES
- Provides assistance, technical direction and guidance to Property Agents and assists the Supervisor with policy development, the distribution of work and setting of work priorities.
- Performs or oversees the negotiations, maintenance, acquisition, development, marketing, leasing, appraisal, asset management, risk management and disposal of City lands and buildings and recommend, prepare and finalize agreements and procedures related to these functions.
- Prepares and supervises the preparation of reports, studies, by-laws, and other documentation related to Realty Services' functions and makes recommendations to senior departmental personnel and City Council as well as present recommendations as required.
- Makes informed interpretations and determinations of compliance with the City’s policies, applicable law and legal agreements.
- Responds to written and verbal enquiries and liaises with other departments; represents the Section to agencies and committees on real estate-related matters.
- Assigns and supervises the assignment of work to contract personnel (lawyers, appraisers, surveyors, consultants, etc.), and provides review and analysis of work submitted to the City.
- Maintains an up-to-date knowledge of realty legislation and practices as they relate to the functions as the Realty Services Section.
- Performs such other related duties as may be assigned.
QUALIFICATIONS
Education/Experience
- Degree or diploma in business administration, planning, economics, real estate management/development or other related discipline; and
- Minimum five years of relevant employment experience in real estate acquisition, sales, leasing, land management and land development preferably in a government/municipal environment; or
- Equivalent combination of education and experience
- Must have knowledge of and ability to interpret applicable municipal by-laws, provincial legislation and related regulations; specifically, the Planning Act and the Municipal Act as it relates to property management and property development in a Municipal setting.
Skills/Abilities
- Must have the ability to supervise
- Must be able to communicate effectively and concisely, both orally and in writing
- Ability to deal with the public in a courteous and tactful manner
- Superior negotiation skills
- Basic skill level in word processing, spreadsheet, database, presentation and electronic mail software
CONDITIONS OF EMPLOYMENT
- May be required to travel to various work locations and provide own transportation
- Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
