As Senior Manager, Capital and Long-Term Planning, you will provide enterprise-level leadership in shaping Peel’s capital investment strategy and governance. - The Opportunity
- Reporting to the Senior Director, Business & Financial Planning & Deputy Treasurer, you will lead the strategic oversight of Peel’s multi-year Capital Budget and Program, ensuring alignment with Council priorities, fiscal sustainability, and infrastructure resilience.
As a trusted advisor to executive leadership and Council, you will
- Drive policy development and modernization of capital planning processes.
- Champion scenario modeling to mitigate financial risk and optimize resource allocation.
- Influence government funding strategies and ensure compliance with legislative requirements.
- Foster innovation and transparency across all municipal departments.
- This is a leadership role for a financial strategist who thrives on shaping policy, building governance frameworks, and telling Peel’s financial story through data, insight, and evidence.
- What You’ll Do
- Capital Program Strategy & Management
- Lead the design and continuous improvement of Peel’s capital program planning, budgeting, reporting, and governance framework.
- Manage the annual and ten-year Capital Budget cycle, including prioritization, funding allocation, and alignment with master plans.
- Develop reserve fund policies and oversee lifecycle management for major capital projects—from initiation through procurement, execution, and closeout.
- Advise senior leaders and Council on funding strategies, debt, reserves, grants, and long-term asset management planning.
- Financial Planning & Analysis
- Build advanced financial models for capital projects, including life-cycle costing and ROI analysis.
- Monitor capital spending performance, identify variances, and recommend corrective actions.
- Oversee the Development Charges (DC) program, including the DC Background Study, By-law, and compliance with provincial legislation.
- Manage DC reserve funds and prepare statutory financial statements and Treasurer’s reports.
- Liaise with municipalities, developers, and the public on DC policies and funding impacts.
- Secure and administer federal/provincial grants and alternative funding sources.
- Prepare detailed financial reports, dashboards, and presentations for senior leadership and Council.
- Leadership & Collaboration
- Act as the primary financial liaison for all service areas, including Health, Public Works, Corporate Services and Legislative Services.
- Lead and mentor a team of financial analysts, fostering a culture of accountability and continuous improvement.
- Drive interdepartmental collaboration to standardize methodologies and improve forecasting accuracy.
- Deliver training and guidance on capital budgeting and financial best practices.
- What You Bring
Education & Credentials
- University degree in Finance, Business Administration, Accounting, Economics, or related discipline.
- Professional accounting designation (CPA, CA, CMA, CGA) or equivalent (CFA, ACCA).
- A satisfactory Level 2 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
Experience
- 7+ years of progressive experience in financial planning, budgeting, or program management, including 3+ years leading capital programs in a public or municipal environment.
- Expertise in Public Sector Accounting Standards (PSAS), capital budgeting, lifecycle costing, and financial modeling.
- Experience managing Development Charges programs and reserve funds.
- Familiarity with ERP systems (SAP, Oracle) and advanced financial analysis tools.
