Our client is an industry leader in construction and innovation across the built environment, specializing in the design, engineering, construction, development and infrastructure financing of major real estate projects across four continents.
They are actively looking for a Senior Development Manager who can be responsible for managing and coordinating real estate development projects from concept through completion. This role ensures projects meet strategic, financial, and operational objectives by overseeing planning, approvals, budgets, schedules, and stakeholder engagement. Acting as the central point of contact, this position drives collaboration across internal teams, consultants, contractors, and municipal authorities to deliver successful developments on time and within budget.

Responsibilities
• Oversee the full development lifecycle, including due diligence, feasibility studies, budgeting, scheduling, and risk management
• Develop and maintain detailed project plans, tracking milestones, costs, and deliverables
• Coordinate with architects, engineers, consultants, and contractors to ensure design and construction align with project objectives
• Manage planning applications, zoning approvals, site plan approvals, and building permits with municipalities
• Liaise with regulatory authorities to ensure compliance with local by-laws, building codes, and environmental regulations
• Prepare and monitor development budgets, tracking hard and soft costs
• Work closely with Finance and QS/Cost Consultants to ensure accurate forecasting and reporting of project spend
• Review and approve consultant and contractor invoices, ensuring alignment with project progress.
• Act as primary point of contact between internal teams (Finance, Operations, Leasing) and external stakeholders (consultants, contractors, municipal representatives)
• Facilitate regular project meetings and report progress to senior management and investors
• Identify potential risks and develop mitigation strategies to keep projects on track
• Ensure health and safety, legal, and compliance requirements are consistently met
• Oversee construction progress, addressing design or site issues as they arise
• Ensure project completion meets quality standards and is delivered on schedule
• Manage the transition from construction to occupancy, coordinating with leasing and property management teams
Competencies:
• Strong understanding of land development processes, municipal approvals, and building codes in Ontario
• Knowledge of construction methods, scheduling, and cost control
• Proficiency in project management software (MS Project, Primavera, or similar)
• Ability to analyze feasibility studies, proformas, and cash flow projections
• Skilled at identifying project risks and opportunities, with sound commercial judgment
• Highly organized, with the ability to manage multiple projects simultaneously
• Resilient under pressure, with a proactive approach to solving problems
• Strong sense of accountability and ownership of project outcomes
• Excellent stakeholder management and negotiation skills
• Collaborative team player who can influence cross-functional teams
• Confident communicator with ability to present to senior leadership and municipal officials
• Strong project management and organizational skills
• Financial literacy to review and analyze budgets and forecasts
• Advanced communication and presentation skills
• Ability to balance strategic oversight with hands-on problem solving
Qualifications
• Bachelor’s degree in urban planning, Real Estate, Construction Management, Engineering, or a related field
• PMP designation or equivalent project management training an asset
• 8+ years of progressive experience in real estate development, construction management, or project coordination
• Proven track record delivering mid- to large-scale residential, commercial, or mixed-use developments
• Experience liaising with municipalities, consultants, and contractors on approvals and permitting processes
• Deep understanding of Ontario planning regulations, zoning by-laws, and development approval processes
• Knowledge of development proformas, cost planning, and project funding requirements
• Advanced Excel and financial modelling skills
