Job Description: Position Purpose summary: The CFS Program Coordinator is responsible for the development, implementation, instruction and coordination of community-based programs in accordance with The Salvation Army’s mission, values, and standards. The CFS Program Coordinator will be responsible with the overall management of volunteers including recruitment, trainings, and thanking volunteers to carry out said programs, and for the Food Bank, Thrift Store, Christmas Programs and EDS. This position also works with the Food Bank Coordinator to support clients with referrals to other programs, agencies and resources. Accountabilities: Community Services: Assist the Community Ministries Director with ongoing strategic planning to ensure programming and services reflects client needs Assess community needs and review client feedback to determine potential programing and develop a strategy for the implementation of such programs. Under the direction of the Community Ministries Director, plan and coordinate the delivery, review, evaluation and creation of new programs and services in the community as identified Meet with clients referred by the Food Bank Coordinator to assess their needs through extended intake processes using the Link2Feed client management system, making resource referrals, connecting clients with resources and assisting them with system navigation as appropriate. Work cooperatively with Food Bank Coordinator to address needs of clients Issue vouchers to clients for basic needs for the thrift store as per policy and request Organise and help to maintain the cleanliness of all areas used by the Community Services, and other areas Network with referral agencies and/or other community sources of assistance, as required Working with the Community Ministries Director, engage and implement an Emergency Disaster Services Plan assisting with local, provincial and federal emergencies as required. Cover Food Bank operations in absence of the Food Bank Coordinator as per current operational policies Network with Salvation Army, government, and community social services providers to coordinate resources for the benefit of clients and program. Represent The Salvation Army Neepawa Community Services within the community, as directed. Volunteer Management Utilize the TSA Volunteer Services Program to recruit, train, schedule, evaluate and thank volunteers for the Thrift Store and Community Services Track volunteer hours as per the TSA Volunteer Service Program and celebrate volunteer achievements as milestones are met Develop goals and objectives for the volunteer program; implement and review of policies and procedures relating to the volunteer program. Develop volunteer assignment descriptions and other appropriate materials to guide volunteers in their overall performance. Create and assist in presentations promoting volunteer opportunities to corporations, schools and the public as required. Report volunteer hours through SAMIS, using data from Salesforce and other programs as applicable Provide direction and support to employees and volunteers and ensure that they work together to achieve the purposes of the organization. Submit strategies and recommendations for volunteer development to Community Ministries Director Administration: Input data into Link2Feed; complete and submit all statistical reports in a timely manner Maintain confidentiality and keep accurate participant files and statistical records Ensure that programs are regularly reviewed and evaluated Work with Community Ministries Director to ensure that programs (including program reviews, inspections, and audits) meet contractual, legal and internal requirements. Conduct all administrative duties as outlined with due diligence Follow direction on the compliance and adherence to Operating Policies and Procedures (i.e. gift cards, vouchers etc.) Ability to perform administration duties that may need to be addressed in the absence of the Community Ministries Director Assist with preparing and submitting grant funding applications; complete timely, accurate reports as required. Ability to tell the Ministry Units’ story through Social Media platforms Update Programming Schedule on Ministry Unit Website Advertise and promote programming in a variety of avenues by leveraging partnership and community contacts Seasonal Supervise and coordinate volunteers for the Christmas Hamper Program and Kettle Campaign Coordination of the Kettle Campaign including but not limited to: recruitment of volunteers, kettle site set up, security of kettle donations, counting and recording kettle donations, thanking participating businesses and volunteers. CRITICAL RELATIONSHIP MANAGEMENT Internal: Community Ministries Director CFS Food Bank Coordinator Thrift Store Employees Community Council Area Commander External: Community liaison to other groups and agencies Recruitment of volunteers when needed MANAGERIAL/Technical Leadership RESPONSIBILITY: This position reports directly to the Community Ministries Director This position has no direct employee reports but does give direction to volunteers FINANCIAL AND MATERIALS MANAGEMENT Handles petty cash, when necessary Handles Kettle Campaign donations Accepts donations and write temporary receipts Gives input to the budget WORKING CONDITIONS: Working environment is typically in the office, food bank and warehouse in generally agreeable conditions Some travel and work in the community Periodic travel away for trainings may be required and flexible hours to deliver programs may be associated with this position Kettle coordination may result in working in the outdoors in winter conditions Ability to lift and carry weights of up to 50 lbs The above responsibilities must be discharged in accordance with The Salvation Army’s Mission Statement, in a professional manner, upholding our code of conduct. Education, Experience, AND Qualifications: Willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities. Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures. Ability to provide an original copy of a Criminal Record vulnerable persons and Adult Abuse registry check that is satisfactory to The Salvation Army, in its sole discretion, is required. Ability to provide a Child Abuse Registry Check. Education, Qualifications and Certifications: Completion of a formal post-secondary program of two academic years Current First Aid/CPR Certification or willingness to complete once hired. Current Food Handlers Certification or willingness to complete once hired. Current Non-Violent Crisis training or willingness to complete once hired. Alternative combinations of education and experience may be considered. Experience and Knowledge: Minimum of 3 years’ experience in a related field, including working with clients and volunteers. Knowledgeable about Social Media management and advertising Knowledge of community-based resources with experience networking with government and community agencies and, dealing effectively with the public, government, business leaders and professionals. Previous experience with program development and facilitation, administrative/accounting duties, and event planning. Knowledge and proven ability to carry out basic cooking/baking techniques for small and large groups. Skills and Capabilities Demonstrated commitment to ongoing learning and professional development to stay informed about community engagement trends and the organizations’ mission and objectives Excellent oral and written communication skills, including strong conflict resolution skills Proven ability to communicate and work effectively with a diverse population of staff, volunteers, and clients Strong administrative, time management and organizational skills Attention to detail, problem solving and analytical skills Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility Valid Manitoba Class “5” Driver’s License, personal vehicle required and insurance, current copy of driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required. Able to proactively recognise potential risks and issues, respond with solutions and engage others in implementing change Strong written and verbal commununciation skills - clear and simple to understand Effective organizational and time management skills – self-motivated and disciplined self-starter Ability and willingness to adhere to, support, and promote The Salvation Army’s mission, vision, and values Compensation: The target hiring range for this position is $36,984.84 to $46,231.04 with a maximum of $55,477.25. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
