- Job Description
- We are currently hiring for a Product Owner for the The Land Command, Control, Communications, and Computers (C4) Intelligence, Surveillance, and Reconnaissance (ISR) Applications team. This team delivers the software backbone of the Canadian Army’s Land Command Support System (LCSS). We design, build, and integrate a mix of custom‑developed and Commercial‑Off‑The‑Shelf (COTS) applications—ranging from battle‑management and planning tools to secure communications and data‑exchange services.
- A new strategic priority is the integration of AI capabilities and cloud‑native services into LCSS. The team works closely with soldiers, NATO partners, and a global ecosystem of technology vendors. We need a Product Owner who can translate this vision into a clear, value‑driven product backlog, steer the team through SAFe Program Increments, and ensure that AI and cloud‑enabled features are delivered on time, on budget, and to the exact needs of the end‑users.
- Key Responsibilities
- Product Vision & Strategy – Own the product vision for AI‑ and cloud‑enabled capabilities within LCSS, keeping it aligned with Canadian Army doctrine, operational requirements, and GDMS‑Canada strategic goals. Define and communicate the product roadmap, success metrics, and key performance indicators for each increment.
- Backlog Management – Create, prioritize, and continuously refine a SAFe‑compliant backlog of epics, capabilities, features, and user stories that deliver measurable value. Translate high‑level mission requirements, stakeholder feedback, and emerging AI/cloud trends into clear, testable acceptance criteria.
- Stakeholder Collaboration – Act as the primary liaison between our customer, subject‑matter experts, C4ISR architects, other LCSS product teams, and the development team. Conduct regular customer demos, review sessions, and PI demos to gather feedback and validate that delivered increments meet operational needs.
- Agile & SAFe Leadership – Participate actively in PI Planning, System Demo, Inspect & Adapt, and ART sync ceremonies. Work with the Scrum Master to remove impediments, ensure the team adheres to the Definition of Done, implements the Acceptance Criteria, and maintain a sustainable pace.
- Value Delivery & Metrics – Own feature‑level ROI analysis, tracking adoption, performance, and operational impact of AI models (e.g., prompt‑engineered assistants, Retrieval‑Augmented Generation, fine‑tuned models). Report progress, risks, and opportunities to senior leadership and the Canadian Army acquisition office.
- Continuous Improvement – Champion Lean‑Agile principles, encourage experimentation with new AI/cloud services, and drive adoption of best practices in CI/CD, automated testing, and observability.
- Team Support – Provide the development team with clarifications on product intent, assist in technical discussions when needed (e.g., AI model selection, cloud architecture trade‑offs), and mentor junior members on product thinking and stakeholder engagement.
- Qualifications
- Bachelor’s degree (or equivalent) in Computer Science, Engineering, Information Systems or a related discipline.
- Proven experience as a Product Owner on complex software integration projects, preferably in defense, aerospace, or a regulated environment.
- Demonstrated understanding of AI/ML concepts such as prompt engineering, Retrieval‑Augmented Generation, and model fine‑tuning, as well as experience with major cloud platforms (AWS, Azure, GCP).
- Certified SAFe Product Owner/Product Manager (SAFe POPM) or equivalent Agile certification, with hands‑on experience in PI Planning, backlog grooming, and incremental delivery within a SAFe environment.
- Ability to translate operational/mission requirements into technical user stories and acceptance criteria, and to communicate effectively with senior military stakeholders and external vendors.
- Proficiency with Agile tooling (IBM ELM Suite, Jira or Azure DevOps, Confluence) and version‑control systems (Git) for backlog tracking and collaboration.
- Familiarity with CI/CD pipelines (GitLab), and DevSecOps concepts.
- Strong analytical, problem‑solving, and decision‑making abilities, coupled with a collaborative, leadership mindset.
- Assets
- Experience with Canadian Army procedures, doctrine, or prior work on the Land Command Support System (LCSS).
- Technical depth in modern object‑oriented languages (C#, Java), Python, and PowerShell.
- Hands‑on experience with automation tools such as Ansible or Terraform.
- Familiarity with AI platforms such as Ollama, OpenAI, Hugging Face, or other on‑premise/cloud model‑serving solutions.
- Experience designing cloud‑native, hybrid, or edge‑computing solutions for secure, high‑availability mission systems.
- Knowledge of automated test frameworks.
- It is a requirement that General Dynamics Mission Systems-Canada be registered with the Canadian Controlled Goods program and that all of its workforce be security assessed. Successful applicants must meet all applicable security requirements, including but not limited to the ability to obtain and maintain a Canadian government security clearance. Applicants may be required to meet additional security requirements in order to gain access to technical data, classified areas or information that is subject to international regulations. You must be eligible to work in Canada.
