- The role is responsible for leading large, complex, and politically sensitive strategic initiatives across the organization. This position provides full project management rigor—overseeing planning, execution, delivery, and closure—to ensure initiatives meet business objectives, quality expectations, and data integrity standards. The work extends beyond IT and includes identifying business issues or opportunities; supporting changes to services, policies, or legislation; and driving the design and implementation of new programs, products, and business improvements. The role determines the most effective project approach, coordinates diverse stakeholders, and ensures successful outcomes for high-impact organizational or industry-wide transformation initiatives.
- Tasks
- Project Governance & Standards
- Work within established project management office (PMO) standards and frameworks.
- Where standards do not exist, collaborate with the PMO to define and implement new project management guidelines and best practices.
- Planning & Initiation
- Collaborate with program areas to develop comprehensive proposals, project charters, plans, and related documentation.
- Establish project organization structures, ensuring roles and responsibilities are clearly defined for all team members.
- Identify project milestones, success criteria, dependencies, policy impacts, metrics, and required resources.
- Project Execution & Control
- Manage and control all project elements, including scope, budget, schedule, quality, risk, and communication.
- Monitor and report on progress, ensuring alignment with approved plans and timelines.
- Document and coordinate approvals for changes in scope, costs, or schedule and ensure transparent communication with sponsors, committees, and PMO.
- Analysis & Deliverables Support
- Contribute directly to research, surveys, analysis, report drafting, and other project deliverables to support timely and high-quality outcomes.
- Provide high-level business analysis, process analysis, change management support, and communication materials as required.
- Stakeholder Engagement
- Plan, lead, and participate in project meetings, steering committees, and working groups.
- Ensure project issues, risks, and opportunities are proactively identified, documented, and addressed.
- Project Close-Out & Evaluation
- Complete thorough handover of all project documentation, outputs, and artifacts to the PMO.
- With project sponsors, evaluate whether the project met its intended outcomes and identify lessons learned for future initiatives.
- Share recommendations for continuous improvement with the PMO and organizational partners.
- Requirements
- Education: Post-secondary degree or diploma in business, public administration, project management, or a related field.
Experience
- Proven experience managing complex, multi-stakeholder projects from initiation to close.
- Experience working with PMO standards, project charters, plans, and governance structures.
- Experience identifying project scope, milestones, risks, and resource needs.
- Experience leading meetings, working groups, and steering committees.
- Experience preparing reports, documentation, and progress updates.
- Experience supporting research, business analysis, and change management activities.
