JOB SUMMARY As a member of the System Operations and Grid Automation team, the Manager, Metering Systems is accountable for the overall performance of smart metering services, including their specification, development, and implementation, as well as project management and coordination with divisions and outside agencies. This includes directing the effective and efficient performance of residential and commercial smart metering equipment installations and maintenance, and delivering value to the organization through an ISO 9001 and IESO registered Metering Service Provider (MSP). As such, the Manager, Metering Systems must foster a culture of continuous improvement and innovation to ensure a high level of technical and business competency; which requires demonstrating alignment, providing support, and promoting accountability across the organization. MAJOR RESPONSIBILITIES Promote the corporate health and safety program within the areas of responsibility and ensure adherence to responsibilities as stated in Section 27 of the Occupational Health and Safety Act. Ensure strict adherence to all Health and Safety standards and other applicable laws and regulations. Manage the organizational operation of regulatory compliant, accurate, and safe Hydro Ottawa metering assets for its customers. Ensure a sound electrical distribution system is maintained by developing and monitoring a robust maintenance program. Manage emergency response: Ensure adequate response time to outages by ensuring the type and quantity of equipment, materials, supplies, and personnel required to effectively deal with emergency situations are in place. Participate in Hydro Ottawa’s Electricity Emergency Response Program (EERP), including potential after-hours and/or on-call responsibilities, as required. Ensure continuous improvement relating to the Metering Quality Management System to maintain ISO9001 certification. Review operational plans and budget data to translate relevant responsibilities into projects and annual work plans for new smart meter installations, and for replacing obsolete metering equipment and apparatus to make them smart metering compliant. Lead the strategic management of metering assets through knowledge and fulfillment of responsibilities as an Asset Service Provider as described in the Hydro Ottawa Strategic Asset Management Plan. Manage and support the strategies, standards, operational planning, maintenance planning, and capital planning for Hydro Ottawa’s metering assets. Efficiently implement operational, maintenance, and capital works plans for Hydro Ottawa metering assets. Advise the Director, System Operations and Grid Automation on matters related to the regulated, safe operation and the short and long-term viability of metering equipment. Drive Hydro Ottawa’s Grid Modernization Initiatives through Next-Generation Metering Deployment. Maintain awareness of developments in the electrical utility field, provincial legislation, and best practices related to technology deployments; determine feasibility and make recommendations for their application at Hydro Ottawa. Execute budget and planning requirements, including: managing contractors and an annual multi-million dollar budget; preparing annual capital, operational, and human resource plans; and preparing business case analyses and financial justifications. Monitor the effectiveness of operations, processes, procedures, and practices on the systems; develop recommendations and implement necessary changes and improvements at both the planning and operational levels. Mentor colleagues on best practices and provide coaching/guidance to meet operational requirements. Continuously review and implement human resource planning by selecting staff and contractors, managing staff development, ensuring appropriate training is provided, delegating tasks and assignments, defining goals, and communicating performance feedback. Represent the utility with external stakeholders by establishing and maintaining strategic relationships, including government agencies and industry colleagues. EDUCATION AND EXPERIENCE University degree in Engineering with a minimum of 5 years’ relevant leadership experience, or; Metering Journeyperson with 15 years’ experience, 5 years’ in a supervisory position Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements Strong computer skills; proficient in the use of office productivity and collaboration tools, preferably G Suite Professional Engineer (P.Eng) licensed in the Province of Ontario considered an asset Project Management Professional (PMP) designation considered an asset English essential, both oral and written; Bilingual (French/English) or other languages considered an asset ADDITIONAL REQUIREMENTS: Valid Driver's License - Class G Successful completion of Driver Competency Assessment This is a management group opportunity and salary will be commensurate with qualifications.
