We are seeking a dynamic Manager of Works and Environmental Services to oversee infrastructure, fleet, and environmental operations across multiple facilities. This leadership role is responsible for managing a team of skilled trades and unionized staff, ensuring compliance with safety and environmental standards, and delivering efficient maintenance and capital projects. The Manager will also oversee contractors, budgets, and service delivery, while maintaining strong relationships with unions, stakeholders, and regulatory agencies. This role requires someone who can balance operational leadership with long-term planning, while staying responsive to urgent issues and emergencies.

Responsibilities
-Provide leadership and oversight to a team of unionized staff and skilled trades, ensuring safe and efficient operations

-Develop and monitor departmental budgets, including both operational and capital expenditures
-Oversee contractor and vendor relationships, from procurement and contract negotiation to performance oversight
-Ensure compliance with all applicable safety and environmental regulations, including workplace health and safety legislation
-Support workforce planning, training, and professional development, including succession planning
-Lead emergency response readiness, including planning, drills, and active participation in urgent situations
-Develop and implement operational procedures, ensuring accuracy, consistency, and alignment with organizational goals
-Monitor and manage work orders, service requests, and maintenance schedules to meet performance targets
-Ensure positive labour relations by working collaboratively with union representatives and maintaining compliance with collective agreements
-Build and maintain strong relationships with internal stakeholders, external agencies, and community partners
-Prepare reports, business cases, and project updates for senior leadership and decision-making
-Promote a culture of continuous improvement, identifying efficiencies and opportunities for ovation in service delivery
Qualifications
-Post-secondary education in Construction Management, Engineering, Facilities, or a related technical discipline
-5–7+ years of progressive leadership, with at least 2 years managing in a unionized workforce environment
-Strong knowledge of occupational health and safety requirements (Canada Labour Code Part II or equivalent legislation)
-Proven track record in budget management, capital projects, and contractor/vendor oversight
-Experience in infrastructure, fleet, environmental, or municipal/public works considered an asset
-Emergency management or Incident Management System (IMS) training an advantage
-Marine or transportation sector knowledge an asset
