About the Department: The Programs Department oversees the strategic allocation and utilization of resources for humanitarian and development projects in over 30 countries, ensuring compliance as a registered charity. This involves aspects of administration, proposal development, project management, and remote and in-person monitoring and evaluation, to name a few. Program staff excel in proactive problem-solving and stakeholder management, capable of navigating diverse needs and ensuring effective communication. Job Purpose: Reporting to the CEO, the Director of Programs serves as an essential member of Islamic Relief Canada's senior leadership team (SLT). The successful candidate will be an active participant in making strategic decisions affecting IRC. In partnership with the SLT, this position is responsible for the strategic guidance and development of the programs department. It is responsible for managing a team that oversees the management of IRC funded projects and the strategy, coordination, execution and administration of all aspects of the program portfolio. Essential Duties and Responsibilities 1. Strategy and Planning Develop and implement a cohesive program strategy that aligns with overall organizational strategy. Set current and long-term goals for internal teams. Design and review the Program department’s budget. Prepare regular reports and presentations on program metrics for the SLT and Program Committee. Participate in the quarterly and annual planning of the company’s objectives. Set, monitor and report on team goals. 2. Program Duties Oversees the management of all international program activities, as well as select program activities in Canada. Presents projects to the SLT, Board, and institutional donors. Understands the unique cultural, social and political dynamics to which projects may be subject and works carefully and collaboratively with relevant stakeholders to ensure project success. Embraces the vision and mission for each project and effectively manage available financial and human resources, including effectively managing relationships with any grantees, to make that vision a reality. Maintains primary oversight of the organization’s international humanitarian projects, activities and partnerships. Fosters existing relations with governmental, non-profit and community organizations; identify new opportunities with prospective supporters and collaborators. Oversee grant proposal processes to obtain institutional funding. Design and implement diverse strategies to meet the organization’s program targets. Ensures all program activity complies with the organization’s policies, procedures and operational practices. Acts as a public representative of the organization, attending events, initiating contacts and delivering presentations to public and private audiences as necessary. Ensures budget compliance and annual objectives are met on a frequent basis. Remain informed about security, political developments and humanitarian needs around the world. Develops and improves an effective project information management system and ensures its maintenance. Maintain a close working relationship with internal and external stakeholders through communication of activities, challenges, opportunities and best practices. Conduct field visits to project sites, if needed, providing an overall assessment of projects. Ensures implementing partners are adhering to proposal, PIP, budget compliance, M&E plan, reporting deadlines. Prepare and propose yearly budgets and expenditures for programs. Performs other duties as necessary, including leading organization-wide initiatives. 3. Staff Management Identify, develop, and mentor the Program team. Line management of department staff, including: Setting objectives and work plans. Managing workload and performance through regular one-to-one line management discussions. Plan and implement personal development program for team members in all relevant skills. Undertake annual performance reviews. Forecast hiring needs for the Program department. Qualifications and Requirements Senior or executive level manager with a Master’s degree in related field required. Seven to ten years’ experience in the nonprofit relief and development sector, including program strategy, design, management, assessment and evaluation. Previous field experience, particularly in the Middle East, Asia, or Africa, is an asset. Proven ability to manage technical assistance teams. Broad skills and expertise in a technical area such as health, nutrition, education, water and sanitation, or other areas of development. Experience in leading and managing large projects in a complex post-disaster or post-conflict environment. Experience in writing grant proposals/applications. Must demonstrate leadership of large and diverse teams. Must be able to handle situations with diplomacy and must possess strong presentation skills. Prior project management experience with proven proficiency in overseeing and handling the prioritization of multiple tasks and deadlines. Must possess excellent interpersonal/oral communications skills, with the ability to communicate skillfully with external field offices/grantees/the general public and the Board of Directors. Must exhibit strong analytical and problem-solving skills. Proven ability to exhibit cultural competence and sensitivity to work with a wide array of ethnicities. Ability to travel domestically to events or activities, and internationally, if needed. Technical proficiency in Microsoft Office and use of databases along with internet research techniques. Must be eligible to work in Canada.
