- THE ROLE IN A NUTSHELL
- The Health Policy and Partnerships Manager plays a central role in advancing GreenShield’s strategic ambition as Canada’s leading payor-provider health organization.
- The Enterprise Clinical Office (ECO) oversees clinical quality, safety, and innovation across GreenShield’s services. It leads product development and delivery efforts designed to improve health outcomes and maximize social impact. Within this structure, the Health Policy and Partnerships Manager ensures alignment of our strategy with the broader health ecosystem—government, systems, stakeholders—through robust policy analysis and sector engagement.
- The Manager will offer informed leadership to help shape GreenShield’s response to policy developments, identify opportunities for strategic collaboration, and act as a critical bridge between the ECO and external health partners.
- KEY RESPONSIBILITIES
- 1. Health Policy
- Maintain up-to-date awareness of the evolving health policy environment across Canadian jurisdictions.
- Conduct comprehensive health policy analyses, with an emphasis on mental health, chronic disease management, virtual care, and pharmacy.
- Support internal briefings on policy-sensitive initiatives, offering timely, evidence-based recommendations.
- Collaborate closely with colleagues in Government Relations and the Public Sector team to coordinate engagement strategies.
- Build and sustain working relationships with policy leaders across academia, government, and industry.
- Contribute actively to ECO committees as part of the senior leadership team.
- 2. Health Partnerships
- Cultivate and manage strategic relationships across the health sector, including health authorities, professional associations, and public agencies.
- Represent the Enterprise Clinical Office in public and government partnership activities, ensuring alignment with GreenShield’s integrated care agenda.
- Identify and advance opportunities for collaboration that deliver measurable health value and social impact, in coordination with internal partners across business lines and GreenShield Cares.
- WHO WE'RE LOOKING FOR
- Minimum 7-10 years of experience in public policy or the public sector, preferably at the provincial or federal level, including roles with increasing responsibility in strategy and stakeholder management.
- Demonstrated proficiency in data-driven policy development, with a strong orientation toward evidence-informed decision-making.
- Experience operating in a complex, fast-moving organizational environment; demonstrated precision from policy design through to delivery.
- Skilled in collaborative leadership, with the ability to influence through structured reasoning and dialogue.
- A graduate degree in public policy (MPP/MPA), law (JD), business (MBA), health administration (MHA), or a related
- professional field, combined with extensive leadership experience.
Additional Assets
- Experience spanning two or more of the following domains: health policy, public affairs, or consulting in health.
- Professional background in government, digital health, healthcare, pharmacy, or health insurance sectors
- Advanced academic training in both health sciences and management disciplines.
- Professional fluency in both English and French is highly desirable.
