Job Description: Purpose of Position The Financial Project Control Officer (PCO) is responsible for managing and controlling the financial aspects to support the successful delivery of the FSRA Forward program, ensuring it remains within budget and adheres to financial policies and procedures.  This position maintains fiscal discipline across the program by monitoring project expenditures, analyzing financial data, and providing financial guidance to ensuring compliance with internal financial controls. Key Responsibilities Financial Monitoring and Reporting: Tracks project expenses, preparing financial reports, and ensuring compliance with relevant financial regulations. Tracks actuals against planned expenditures and highlights variances with justifications. Supports the development and maintenance of the MCBS financial plan, including baseline budgets and monthly/quarterly forecasts and processing vendor invoices. Validates contract related costs managing the end-to-end invoice process including validating invoices/ PO, contracts, change orders, licensing costs. CR validation through to approvals Budget Management: Develops and manages project budgets, forecasting costs, and identifying potential cost overruns. Assists in multi-year budget planning and ensure alignment with approved funding envelope. Financial Analysis: Analyzes financial data to identify trends, variances, and potential risks, and recommending corrective actions. Prepares regular financial status reports, variance analyses, and burn rate summaries for project leadership and the FSRA Program Office. Supports ad hoc financial analysis or modeling to aid in scenario planning or decision support and other ad hoc as needed. Cost Control: Implements cost control measures to ensure projects stay within budget, working with project managers to optimize resource allocation. Ensures financial controls and approval workflows are followed as per FSRA governance models. Financial Advice: Provides financial advice/guidance and support to project teams, including advice on procurement, contract management, and financial reporting. Contributes to steering committee and executive dashboards with financial inputs. Compliance: Ensures that all project financial activities adhere to relevant government and organizational policies and procedures.  Supports internal and external audit and compliance reviews by providing accurate and timely financial data and documentation. Reviews and tracks vendor invoices against contractual obligations and ensure timely processing through FSRA’s financial systems. Maintains an invoice tracker and resolve discrepancies between invoices, POs, and contracts. Works closely with Finance to align the services received and reflected in the expenditure reporting. Maintains financial artifacts including funding approvals, change requests, invoice logs, and audit trails. Qualifications Education Postsecondary diploma or degree in Accounting, Finance, Business Administration or related discipline – or a combination of education, training and experience deemed equivalent. Experience Minimum 5 years of experience in a Financial Analyst or Project Control Officer role with experience working with large-scale IT or transformation programs. Demonstrated experience in project management, financial management, and cost control. Experience in public sector, regulatory, or financial services environments. Experience tracking and managing project budgets over $50M. Skills & Knowledge Proven financial acumen with a strong understanding of accounting principles, financial analysis techniques, and budgeting processes with experience in project budgeting, forecasting, variance analysis, and financial reporting. Demonstrated analytical skills with the ability to analyze financial data, identify trends, and make recommendations.  Proficient in financial management software and tools such as Excel (pivot tables, formulas, data validation), with working knowledge of PowerPoint and Word. Familiarity with procurement and financial systems and processes (e.g., POs, invoice processing workflows) with experience managing vendor financials, reviewing invoices, and validating costs against contracts. Understanding of program governance, risk management, and project portfolio reporting. Exposure to tools like Power BI, MS Project, or SharePoint for reporting and collaboration. High attention to detail and accuracy in financial documentation and reporting. Strong analytical and problem-solving skills with a proactive mindset. Effective communicator with the ability to work collaboratively with the Finance teams, Business, Project Manager, Program Office, and Procurement to ensure the project initiative remains within scope, schedule, budget and operational system costs; to effectively communicate financial information to project teams and stakeholders.  Organized, self-driven, and capable of managing multiple priorities and deadlines. *Please note that this position will close at 11:59PM on October 6, 2025* Job Posting End Date: 10/06/2025 Job postings close at 11:59pm on the date noted.
