Council: Environmental Impact Screening Committee (EISC)

Operational: Reports to the Joint Secretariat Committee Program Manager
Functional: Reports to the Chair, EISC
Other Relationships: Guidance from EISC Membership, and JS management and staff.
JOB FUNCTION
Located in Inuvik, NWT, the Environmental Impact Analyst provides the administrative support and analytical and technical expertise to ensure that the EISC meets its mandate as set out in the Inuvialuit Final Agreement (IFA).
ESSENTIAL REPONSIBILITIES AND DUTIES
In addition to those listed here, the incumbent may be called upon to carry out related functions necessary to ensure the EISC meets its obligations.
Analytical and Technical
· Conduct technical reviews of project proposals submitted for screening.
· Draft technical documents and reports for Committee decisions.
· Coordinate and manage the preliminary screening of project proposals.
· Coordinate the screening of project proposals.
· Liaise with consultants and legal counsel as required.
· Draft contracts and letters for legal review.
· Evaluate potential significant negative impacts and public concerns related to proposed projects.
· Track the progress of screenings to ensure the timelines set out in the EISC Rules of Procedure are met.
· Prepare staff updates, screening reports, reasons for decision and present recommendations for the Committee’s review and approval.
· Ensure that Committee feedback on screening reports and recommendations is incorporated into final documents and reasons for decision.
· Review and apply applicable legislation, rules of procedure, and Committee policies in the work of the EISC.
· Manage the EISC website and update the site as required.
· Manage and monitor the EISC’s online Registry.
· Provide technical support to the EISC’s online Registry users.
· Collaborate with the EISC online Registry IT team to ensure that the registry is functional and up to date; and,
· Work with the EISC online Registry IT team to implement enhancements and new features to the EISC online Registry.
Administration
· Organize all EISC travel and meeting logistics.
· Liaise with co-management boards and other organizations for travel and meetings.
· Prepare agendas and coordinate regular and special EISC meetings (occurring approximately every six weeks).
· Coordinate additional meetings with developers, communities, governments, and agencies as needed.
· Facilitate the EISC meetings and record meeting minutes and action items.
· Ensure that digital copies of meeting minutes, resolution records, correspondence records and other relevant materials are organized and archived securely and efficiently.
· Ensure timely payment to board members.
· Prepare, submit and track all EISC business related invoices.
· Manage the EISC’s budget, review financial statements and prepare budget summaries.
· Prepare the EISC business update for quarterly and annual reports; and,
· Provide direction to other EISC support staff (including summer students).
Communication
· Coordinate the public screening of project proposals and organizing public meetings as required.
· Liaise with developers, communities, governments, and other agencies on project submissions; and,
· Respond to correspondence and questions from developers, interveners, and the public regarding proposals, screenings, and procedures.
External Duties
· Participate in meetings and interactions with the other Inuvialuit co-management bodies, the Inuvialuit Game Council, Hunters and Trappers Committees, the Inuvialuit Regional Corporation, and other organizations as required to support the work of the EISC.
· Attend and present at relevant conferences and workshops; and,
· Undertake professional development.
KNOWLEDGE/SKILLS/ABILITIES
· Ability and willingness to learn and apply the key concepts of the EISC Guidelines, Rules of Procedure, and Operating Rules.
· Strong writing skills to clearly and concisely convey concepts and recommendations.
· Ability to summarize technical terms into layman terms.
· Strong verbal communication skills.
· Strong time management, organizational skills, and attention to detail.
· Ability to multitask and see projects through to completion.
· Sound and in-depth knowledge of environmental and social issues relevant to the work of the EISC including environmental management practices and protocols (e.g., contaminated sites management, safe handling of hazardous materials and wastes), wildlife and wildlife harvesting; Inuvialuit cultural practices, climate and weather patterns, etc.
· Ability to read, analyze, and synthesize information to be provided to the committee and external parties.
· Ability to utilize WordPress to maintain website functionality, ensure timely content updates, and support ongoing site development.
· Ability to troubleshoot reported technical issues for the EISC online Registry users.
· Strong working knowledge of computer software programs (e.g., Microsoft office suite, SharePoint, Teams, Zoom, Dropbox, Adobe, GIS databases, and WordPress).
· Ability to contribute and work in a collaborative and cross-cultural environment.
· Ability to work independently and provide self-direction.
· Willingness to travel and work overtime if needed.
· Ability to work under pressure; and,
· Knowledge of the context and content of the Inuvialuit Final Agreement particularly as it pertains to the work of the EISC.
EDUCATION/EXPERIENCE
· Bachelor of Science degree in one of the natural science disciplines.
· Minimum of 2–3 years of related experience in program planning and delivery and environmental or socio-economic impact assessment, preferably within a northern, Indigenous, or co-management context.
· Experience conducting technical reviews of project proposals, including evaluating potential environmental and social impacts and drafting screening reports and recommendations.
· Experience preparing technical documents, contracts, and decision reports that synthesize complex information for both technical and public audiences.
· Demonstrated ability to apply legislation, regulatory frameworks, and procedural rules in environmental review or screening processes.
· Experience coordinating multi-stakeholder project screenings, including collaboration with legal counsel, consultants, and government agencies; and,
· Experience managing and updating websites and online registries, including working with IT teams to troubleshoot issues, implement enhancements, and ensure system functionality (e.g., WordPress and other database platforms).

· Joint Secretariat pay level S2; starting salary based on experience and ability
