- We are seeking a results-oriented Contract and Procurement Manager to oversee and execute the full scope of procurement and contract management services across all phases of complex infrastructure projects and specifically in utilities (Transmission & Distribution). Acting as a trusted agency partner, you’ll be responsible for delivering best-value outcomes that align seamlessly with client policies, standards, and project objectives.

- Primary Responsibilities
- Oversee contract administration, ensuring compliance with client standards and acting as owner’s representative when required.
- Manage documentation, track contractor deliverables, and coordinate timely delivery of goods and services
- Support claims and payment processes, contributing to effective dispute resolution
- Design and execute tailored supply chain and contracting strategies, from defining work packages to selecting trade partners
- Lead end-to-end procurement processes, including RFTs/RFPs, bid evaluations, negotiations, and contract awards
- Manage purchasing operations using systems like SAP and Ariba, ensuring accurate documentation and seamless execution
- Manage the full tender lifecycle—from defining scopes and issuing bid documents to evaluating proposals, awarding contracts, and overseeing post-award performance and claims
- Execute procurement and contract management activities in compliance with quality standards, leveraging platforms like BC Bid, SAP, Ariba, and Unifier to ensure operational efficiency and traceability
- Ensure compliance with current processes and adapt to updates in systems as required
- Qualifications
- Degree or diploma in Supply Chain Management, Business Administration, Engineering, or related field
- Member of the Canadian Institute of Quantity Surveyors (CIQS) as a Chartered Quantity Surveyor or equivalent is an asset
- Minimum 10 years’ experience in contract management and/or procurement in utility sectors, preferably Transmission and Distribution projects
- Demonstrated experience managing complex tender and contract processes
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook) to support documentation, analysis, and communication
- Strong negotiation, analytical, and organizational skills
- Excellent communication skills in English and ability to manage multiple stakeholders
- The expected salary for this position is from $100,000 to $130,000 based on the richness and diversity of the candidate’s experience, training, skills and internal equity. The position or associated salary could vary depending on the profile of the candidate.
